ESIC North East Region Invites Applications for Empanelment of Advocates across Meghalaya & NE Units. Last date to apply is 31st August 2026.

The Employees’ State Insurance Corporation (ESIC), Regional Office, North East Region, Guwahati, has issued an official notice inviting applications for the empanelment of Advocates. This initiative aims to ensure legal representation before various Courts, Tribunals, and quasi-judicial authorities across the North East Region in a transparent, merit-based, and effectively monitored manner.

  • Registration: Must be enrolled as an Advocate with the Bar Council of India and actively practicing at the bar

    • Minimum 10 years of professional experience for High Courts and CAT Benches
    • Minimum 5 years of professional experience for District Level Courts and other forums
  • Application Mode: Offline (prescribed format to be sent/submitted to the Regional Office, Guwahati)

Eligibility Criteria & Qualifications

To be eligible for empanelment as an Advocate with ESIC North East Region, applicants must meet the following conditions:

  • Must possess a Bachelor’s Degree in Law from a recognized Indian University.
  • Must be enrolled with the Bar Council of India with active practice.
  • Must have a minimum of 10 years of professional practice for High Court and CAT matters, or a minimum of 5 years for District Courts and other forums.
  • Must possess a sound professional reputation, strong communication skills, and adequate office infrastructure (accessible chamber, staff, and communication facilities).

Disqualifications

Applicants will be considered ineligible if:

  • Any disciplinary proceeding is pending or an adverse order affecting professional conduct has been passed by the Bar Council.
  • Any criminal case involving moral turpitude is pending or conviction has been recorded.
  • The applicant has suppressed material facts or submitted false information.
  • There is an actual or potential conflict of interest with ESIC.
  • Past performance with ESIC was found unsatisfactory.

(A self-declaration undertaking regarding these disqualification conditions must be submitted).


Documents Required to be Submitted

Candidates must attach the following documents along with their application form:

  • Copy of valid Enrolment / Registration Certificate issued by the Bar Council.
  • Copy of Identity Card issued by the Bar Association.
  • Copy of Government ID proof and PAN card.
  • Advocate-on-Record registration certificate for Supreme Court empanelment (if applicable).
  • Comprehensive CV detailing professional experience, practice areas, and key cases handled.
  • Income Tax Returns for the last two financial years (where necessary).
  • Two recent passport-size photographs.
  • Undertaking and declaration regarding conflict of interest (Annexure-III).{inAds}

Duties & Code of Conduct for Empaneled Advocates

Empaneled Advocates will be expected to adhere strictly to the following responsibilities:

  • Attend every hearing date without allowing any ESIC matter to go unattended.
  • Avoid seeking unnecessary adjournments and oppose unjustified adjournments sought by opposing parties.
  • Promptly collect case briefs, coordinate with ESIC offices for drafting/filing, and submit brief hearing status reports after each hearing.
  • Provide a reasoned opinion on the advisability of an appeal/review within 5 working days if a case is decided against ESIC.
  • Maintain strict confidentiality regarding ESIC cases and refrain from advising or appearing against ESIC during the tenure.
  • Do not use the ESIC logo, name, or symbol on letterheads, signboards, or publicity materials.

Fee Structure & Payment Guidelines

  • Fees will be payable as per the fee schedule notified by ESIC in terms of OM dated March 25, 2026 (implementing the Ministry of Law & Justice OM dated February 5, 2026, effective April 1, 2026).
  • Bills will be processed and paid by the specific office that assigned the case.
  • Retainership fees are payable exclusively to Standing Counsel.

  2. Fill out Annexure-I (for Fresh Applicants) or Annexure-II (for Existing Panel Advocates) in the prescribed format.
