The Meghalaya Institute of Governance (MIG), in partnership with the Bharti Institute of Public Policy at the Indian School of Business (ISB), is officially inviting applications for the 3rd Cohort of the Meghalaya Legislative Research Fellowship (MLRF) 2026-28. This prestigious fellowship offers a unique opportunity for dynamic individuals to support the Honourable Members of the Meghalaya State Legislative Assembly through data-driven research and evidence-based policy insights. As a fellow, you will work at the intersection of governance and public policy to help solve complex challenges facing the state.

Meghalaya Legislative Research Fellowship Recruitment Key Details

Total Vacancies: 20 positions (18 Research Fellows & 02 Data Fellows).

Monthly Fellowship: Rs 50,000/- plus House Rent Allowance (HRA).

Additional Benefits: Mobile Allowance as applicable.

Job Location: Shillong, Meghalaya.

Contract Duration: Minimum of one year, extendable based on performance.

Upper Age Limit: 32 years old.

Eligibility Criteria & Qualifications

To be eligible for the MLRF 3rd Cohort, candidates must meet the following mandatory requirements:

Domicile Requirement: Mandatory domicile of Meghalaya state for all fellows.

Educational Background: Masters/PhD in Social Sciences, Humanities, Public Policy, Statistics, Data Analytics & Geoinformation, Natural Sciences, or other interdisciplinary degrees.

Language Proficiency: Knowledge of Garo, Khasi, or Jaintia language is compulsory in addition to English.

Experience: Relevant social sector experience is required; knowledge of Meghalaya society, culture, and history is preferred.

Technical Skills (Data Fellows): Proficiency in tools such as Excel, STATA, R, Python, Power BI, or GIS.

Roles and Responsibilities

Fellows are selected and trained to generate evidence-based policy insights through various tasks:

Produce background notes, issue briefs, information bulletins, and fact sheets on legislative and procedural items.

Prepare Constituency Development Plans (CDPs) for legislative constituencies in the state.

Support legislators directly in several items of legislative business, such as Questions and Answers.

For Data Fellows: Conduct data-driven analyses, maintain dashboards, and generate quantitative research outputs.

Selection Phase I: Applications will be screened by BIPP, ISB. Shortlisted candidates must complete assigned tasks, including writing a research article, followed by an online discussion.

Selection Phase II: Candidates qualifying Phase I will be invited for a physical interview conducted jointly by ISB and MIG at Shillong.

Note for Previous Fellows: Fellows from the 1st and 2nd Cohort are eligible to reapply and will be considered directly for a dedicated interview.
