Post-Wise Eligibility, Salary, and Vacancy Details
1. Senior Consultant - Monitoring & Evaluation (M&E)
- Age Limit: Below 50 years.
- Remuneration: Rs. 1,75,000/- to Rs. 2,00,000/- per month for 20 days of engagement.
- Contract Tenure: 2 Years. Please note that engagement beyond 31st March 2027 will transition to a part-time framework (150 days for FY 2027-28 and 75 days for FY 2028-29).
- Educational Qualification: Candidates must possess an MBBS degree or a Postgraduate degree (MD/MPH/PhD) in Public Health, Epidemiology, Biostatistics, Demography, Development Studies, or related disciplines from a reputable institution. Qualifications may be relaxed for exceptionally experienced profiles.
- Professional Experience: Minimum 7 years of post-qualification experience in monitoring, evaluation, and learning within health or nutrition programs. Proven capability in designing state-level M&E results frameworks and leading evaluation studies is required. Prior experience working with NHM or state government health departments is highly desirable. Field experience in hilly, rural, or Northeastern contexts will be considered an advantage.
2. Junior Consultant - Monitoring & Evaluation (M&E)
- Age Limit: Below 40 years.
- Remuneration: Rs. 70,000/- per month.
- Contract Tenure: 1-year contractual position, extendable based on performance.
- Educational Qualification: Postgraduate degree in Public Health, Epidemiology, Biostatistics, or related allied fields.
- Professional Experience: Minimum 4 years of experience in monitoring & evaluation, data analysis, or public health program implementation. Candidates should have experience working with health data systems like HMIS. Prior experience with government health systems, NGOs, or development partners is preferred, alongside field experience in rural, tribal, or Northeastern contexts.
Key Roles & Responsibilities
For Senior Consultant (M&E):
- Lead the comprehensive design and implementation of state-level MLE frameworks, theories of change, results chains, and performance dashboards.
- Conduct regular high-level analysis of routine data systems, including HMIS, RCH Portal, LMIS, and the MOTHER Dashboard.
- Present findings directly to state leadership to enable data-driven planning and rapid course correction.
- Establish continuous institutional learning loops, design process evaluations, and conduct rapid assessments.
- Mentor junior team members and design capacity-building modules for district and facility staff.
For Junior Consultant (M&E):
- Support the operationalization of M&E frameworks, tracking indicators, and streamlining reporting data flows.
- Assist in the day-to-day maintenance of dashboards, trackers, and analytical tools.
- Analyze routine data from health portals and compile monthly and quarterly analytical reports.
- Coordinate data collection, participate in field visits to validate facility-level data, and conduct data quality audits.
- Provide hands-on data entry, analysis, and reporting support to district health teams.{inAds}
Technical Skills & Competencies Required
- Software Proficiency: Strong expertise in MS Excel, Google Sheets, and PowerPoint is mandatory for both roles.
- Data Visualization: Competency in using platforms like Power BI or Tableau to generate clean, actionable summaries.
- Statistical Tools: Familiarity with programming languages or tools such as R, Python, SPSS, Stata, or Claude Code will be highly advantageous.
- Core Skills: Strong critical thinking, attention to detail, excellent oral/written communication skills, and the capability to synthesize complex data points into simple, actionable public health narratives.
