Position Eligibility Criteria & Qualifications

To be eligible for the OBB Accountant position under DHS (MCH&FW) Meghalaya, candidates must fulfill the following qualification and experience guidelines:

Essential Educational Qualification

• Degree Required: M.Com or MBA in Finance (or relevant field/discipline) from a recognized University or Institution.
• Minimum Experience: At least 3 years of relevant work experience in Government Departments or externally aided projects.

• Financial Operations: Knowledge of budgeting, financial planning, bank reconciliation, financial reporting, Statement of Expenditures (SOEs), Utilisation Certificates (UCs), and fund management.
• Procurement & Compliance: Hands-on experience in procurement, vendor payments, bill processing, inventory management, and statutory compliance (including TDS/GST).
• Government Rules: Familiarity with Government Financial Rules (GFR) and statutory audit requirements.
• Project Management: Competency in project financial management, administrative procedures, and coordination across state, district, and government department levels.
• IT Skills: High proficiency in MS Office (Word, Excel) and financial documentation.
• Administrative Support: Prior involvement in supporting audits, workshops, trainings, meetings, travel claims, and reimbursement procedures.
• Soft Skills: Excellent analytical, communication, report-writing, and interpersonal skills with proficiency in spoken and written English.
