Scope of Work and Objectives
The selected consultants will evaluate the existing MSME landscape and recommend actionable strategies for enterprise growth. Key operational responsibilities include:
- Conducting secondary research on policy documents, departmental records, and national/state MSME schemes.
- Organizing Focus Group Discussions, site visits, and stakeholder consultations with MSME units, financial institutions, and business associations across Meghalaya.
- Analyzing district-wise and sector-wise challenges impacting local enterprise competitiveness.
- Benchmarking Meghalaya’s MSME programs against best practices from comparable states.
- Developing an Inception Report and a comprehensive Final Report containing strategic roadmaps for policy and institutional improvements.
Qualification and Eligibility Criteria
Applicants must meet the following criteria to qualify for the selection process:
- Educational Qualification: Post-Graduate Degree in Economics, Management, Sales & Marketing, Commerce, or a related discipline.
- Required Experience: Proven experience in research, policy analysis, enterprise development, or MSME-related projects. Candidates must demonstrate strong field study, stakeholder consultation, and report-writing skills.
- Preferred Experience: Prior work on MSME ecosystem studies, background with government departments/development agencies, and knowledge of Meghalaya’s economic landscape.
Selection Process and Remuneration
- Selection Method: Applications will be screened based on qualifications and experience. Shortlisted applicants will be called for a personal interview and must deliver a technical presentation detailing past projects, proposed methodology, and a 9-month activity timeline.
- Remuneration Scheme: Applicants must quote a consolidated fee amount. Payments will be issued in 9 monthly installments tied to the submission and approval of monthly progress reports and final deliverables.
