The Department of Health & Family Welfare, Government of Meghalaya, under the Meghalaya Health Systems Strengthening Project (MHSSP), has announced an urgent recruitment notification for the year 2026. Applications are invited from eligible Indian citizens to fill up 4 vacant positions for the post of District Quality Assurance Manager (DQAM) on a purely contractual basis.

This post-graduate level recruitment offers an excellent opportunity for both medical and non-medical professionals to work closely with the World Bank-supported health initiatives in Meghalaya. The initial appointment is for a period of 1 year, which is extendable based on the candidate's performance and project requirements.

Eligibility Criteria & Qualifications

Candidates applying for the MHSSP DQAM vacancy must fulfill the following educational and experience requirements:

Educational Qualification

  • Medical Background: MBBS / BDS / AYUSH / M.Sc. Nursing OR
  • Non-Medical Background: Masters in Hospital Administration / Public Health / Medical Sociology / Management / Health Management / Hospital Management / Health Informatics OR any other relevant Post Graduate (PG) qualification.

Work Experience

  • For Medical Candidates: Minimum of 3 years of experience in Hospital Administration or Public Health.
  • For Non-Medical Candidates: Minimum of 5 years of experience in Hospital Administration or Public Health.
  • Note: The minimum years of experience may be relaxed by the competent authority if the number of candidates meeting the criteria is low.
  • Desirable Preference: Candidates holding prior experience in Health Care Quality or standard quality systems like NQAS, NABH, ISO 9001:2008, Six Sigma, Lean, or Kaizen will be given high preference.

Required Skills & Competencies

  • Sound knowledge of quality concepts in hospitals, Rogi Kalyan Samiti (RKS), and District Health Societies.
  • Proficiency in English along with local languages (Khasi / Pnar / Garo) both written and oral.
  • Computer proficiency (MS Word, Excel, PowerPoint, Google Suite) and familiarity with app-based reporting systems.
  • Willingness to travel extensively within the assigned district (minimum 15 days a month).

Scope of Work & Key Responsibilities

The selected District Quality Assurance Managers will be deployed full-time at the respective district DMHO offices and will report directly to the DMHO. Key duties include:

  • Conducting periodic reviews of health institutions using State and National Quality standards.
  • Identifying gaps and preparing institution-specific costed quality improvement plans for District Hospitals, CHCs, and PHCs.
  • Analyzing quality improvement data and reporting progress to the DMHO and Department of Health.
  • Providing technical support, mentoring, and training to facility staff to achieve Internal Performance Agreement (IPA) indicators.{inAds}
