Job Description and Key Responsibilities
The Chief Finance Officer will lead the overall financial strategy of MIDFC in line with the infrastructure development mandate of Meghalaya. Primary duties include:
- Overseeing resource mobilization and fund flows for Central schemes (e.g., PMGSY-IV), State budgetary allocations, and externally aided projects like MLCIP or World Bank/IBRD-IDA components.
- Preparing annual budgets, medium-term expenditure frameworks, and cash-flow projections while monitoring budget utilization.
- Ensuring compliance with Companies Act 2013, Income Tax (TDS), GST (including GST TDS under Section 51 of the CGST Act), and Government of Meghalaya financial rules.
- Coordinating internal, statutory, and C&AG audits and resolving audit observations.
- Managing treasury operations, banking relationships, and NEFT/RTGS disbursements.
- Maintaining robust financial Management Information Systems (MIS) and periodic financial reporting.
